TEP Evaluation Framework and Instruments

MIE's Technology Evaluation Project (TEP) has developed a draft set of evaluation tools to assist Technology Initiative Grant (TIG) grantees with the evaluation of their technology interventions. Tools have been developed for five areas of activity using technology. For each area, tools related to four components of evaluation are provided: technology inputs; technology use; user satisfaction; and outcomes. For each evaluation component, we have identified objectives and evaluation questions and sub-questions that are related to that component. We then provide instruments to help grantees to answer those questions. We have endeavored to provide a range of evaluation tool options. We do not envision every instrument being used but rather have provided alternatives that can be selected from depending on each program's capability, needs and resources.

PLEASE NOTE: These instruments are designed for self-evaluation of programs. They do not meet LSC’s evaluation reporting requirements. LSC will soon provide grantees with information about how they can satisfy these requirements.

Evaluation instruments have been developed for the following technology interventions:

Service #1: Website-Based Client Legal Services
Evaluation tools for websites that provide low-income persons with access to community legal education resources, pro se resources, and referrals. PLEASE NOTE: These instruments were revised in August 2003 after being tested by programs.
Service #2: Website-Based Advocate Services
Evaluation tools for websites that support advocates serving low income clients. PLEASE NOTE: These instruments were revised in August 2003 after being tested by programs.
Service #3: Legal Workstation Information and Resources
Evaluation tools for legal workstations to facilitate client access to a broad range of materials, resources and tools that will strengthen their knowledge of the legal system, legal processes, their legal rights, how to gain access to legal services, and pro se resources. PLEASE NOTE: These instruments were revised slightly in September 2003. They are currently being tested by programs.
Service #4: Client Videoconferencing Resources and Support
Evaluation tools for video conferencing to provide clients with training, legal advice, and/or direct representation services. PLEASE NOTE: These instruments were revised slightly in September 2003. They are currently being tested by programs.
Service #5: Advocate Videoconferencing Resources and Support
Evaluation tools for video conferencing to provide training of and communication, networking, and collaboration among advocates. PLEASE NOTE: These instruments were revised slightly in September 2003. They are currently being tested by programs.
